Independants, Autarkis or Anarchs who wish to attend court will be presented to the court by one of the Primogen Council.
It is the responsibility of the newcomer to find a Primogen to speak for them. I strongly suggest that the Primogen make them aware of all the regular rules, as well as ensure compensation for their efforts.
Those who cannot find a member of the Primogen Council to speak with them will be banished and escorted to city limits by the Sheriff and whatever deputies is deemed necessary.
Anyone returning will be punished accordingly.
